In 1999, the state legislature began developing the Wisconsin Focus on Energy Program. The public service commission drew up a program calling for about 1.4% of utility profits to be redirected into energy efficiency initiatives. Working with consumers, utility companies, government agencies and businesses, the legislature created utility-company-funded incentives to get home and business owners to utilize energy efficient lighting in Milwaukee, Madison and throughout the state. Back then, most business owners were unwilling to pay for the newer technologies which would take more than a few months to pay dividends.
